You don't really defeat Izanami... She's the Queen of the Underworld, but that doesn't mean she's evil. Unless you're talking about a video game or something...
Izanagi and Izanami are the father and mother of Japan, as well as the first generation of deities. Izanami gets burned to death when she gives birth to fire, and is sent to Yomi, the underworld. When Izanagi comes to rescue her it is too late. She is ashamed of herself and her decaying body and chases him out of Yomi.

If it's true, i suggest you reach around LV70-90 and use Trumpeter as its Debiliate/Heat Riser is going to be helpful during this battle. And use Yoshitsune as well as it will be a big help.
Overall, it's easy to defeat her. But when you halve her HP, she will use a Mind Charge. Make sure you to use guard on all of you party's members. As her Megidolaon attack could knock your members in 1 hit.
Finally, after her HP reaches zero (0), she will knock off your members one by one slowly. But don't be afraid, it won't result in game over. Instead, your Izanagi will transform into Izanagi-no-Okami. Use its Myriad Truth (or bla2 I've forgotten the exact skill's name).
Lastly, enjoy the best of the Persona 4 true ending.
