You don't Cut (or Surf, or Fly, or Dig, etc) with badges themselves. :) When you defeat certain Gym Leaders, their badges will grant you the ability to use Hidden Machines - HMs, or "special moves" - outside of battle, as opposed to just in-battle. In order to use these moves, you must first receive them from certain characters.
In order to obtain and, furthermore, use the move Cut outside of battle, you must first defeat Misty in Cerulean City and obtain from her the Cascade Badge (I assume you've already done this). You must obtain an S.S. Anne Ticket from Bill (the man who got turned into a Pokemon) by helping him out. Then, make your way to Vermilion City. From there, board the S.S. Anne and work your way to the Captain. If you help him out, he will give you HM01 Cut. Teach it to one of your Pokemon, and you will be able to cut down tall trees which previously had blocked your path in certain areas. :) Good luck!

Several options will appear with one of them being Cut. While standing next to the tree select Cut and the move will be used to cut the tree. This move can also be used to cut grass.
You need the rainbow badge which you get a celadon city Hm cut is needed.
You do not need the move Cut to earn the Cascade badge. Gaining the Cascade badge allows the use of Cut outside of battle. The Thunder badge can only be earned after teaching a pokemon the move Cut.
