Just click onto your walls and it will say traps, abatis, etc. Click the build button near Trap and select the number you want to build

Can Royal Decree negate Counter Traps in Yu-Gi-Oh?
As a Spell Speed 2 card, you cannot chain Royal Decree to a Counter Trap. However if Royal Decree is already active, any Counter Traps that try to resolve, will be negated.
Can you use a remove trap card to counter another card when its your turn?
No. It is Spell Speed 1, and can only be used on face-up Traps. That means the only things you can destroy with it are your opponent's active continuous traps, but it can never 'counter' a trap, or be used in chain to one.
