Really, though, I've only ever played Super Mario 64, but I understand that the same following rules apply for the DS version:

Get the cap and perform a triple jump or enter a cannon. Immediately, after you gain control once in the air, dip slightly downwards to gain momentum (only slightly, mind), and then swoop back up. Keep repeating this move in order to gain altitude, and dip further for if you ever need to gain more height and/or speed. Alongside using the directional buttons or analogue stick (if you're using the N64 game) to change direction, and with a bit of practice, you should be able to master it with some time and effort.

Be warned, though, that if you dip too deep, you may not gain enough of an upward push to give you the momentum you need to reach the same or higher height you were at before the dip. It's really getting the practice in and making sure that you keep the hat refreshed that makes the difference, I've found; last thing you need is to approach that one last coin and then run out of wings.
