(This are is known as the systray.) When it comes up, you should be able to click on the WiFi connection. However, some public WiFi networks may require you to sign up or even to pay for the use of the network. With these, once you have double clicked on the wireless network in question and opened your web browser, a page will appear with instructions on how to gain access to it.
Private WiFis are much more difficult, as they can have WEP or WPA security turned on, have MAC filtering enabled, and have their SSIDs hidden. If you go to someone's house, you will probably need their assistance in getting onto their wireless network. If you can get on it readily, you should be a good friend and advise them to implement some security.
