As there are several ways to do this, it's hard to answer. But, I can tell you one way to finish off Skip Muldoon. Make sure to aquire a server uniform. This will not only allow you to move more or less unhindered on the ship, but also will get you access to a cake, something Muldoon loves. Take the cake out of the kitchen, and onto the walkway around the rear of the boat. Take out your hand-gun, if you carry one, and hide it in the cake. That way, it won't be found when you're frisked by the guards. Take the cake, and head up the stairs at the very rear of the boat, and then in through the door leading to Muldoon's office. Make your way into the toilet, and pick up the gun(s) again. You can now either poison the cake, using a syringe, or decide to use the gun(s). Either way, killing Muldoon is easy.
