A select few can be found out of the water, the most obvious of which being the Squirtle you can obtain from the Officer Jenny in Vermilion City after defeating Lt. Surge (Yellow only). You can also encounter Water-Types by Surfing on the water, but no matter what you do, there are some Pokémon that can only be caught with Rods.

You can't catch wild Poliwhirl. You catch Poliwag though. Evolve your cute Poliwag into Poliwhirl by using a water stone. You can probably buy water stones in the department store in Celadon City.
All you do is Migrate a water Pokemon from your GBA game and catch it in the pond or the ocean. ( That is in Pal Park.)

In Pokemon Leaf Green, you can catch Pokemon in the grass, water, or in a cave.
Go into an area with long grass, a body of water, or inside a cave. When you find a wild Pokemon battle it with your Pokemon until it's HP is in the yellow or red area. Then throw a poke ball and catch it.

tropius is a rare pokemon. but you can catch him near the water institute.
Simply face the water, go into your ITEMS menu, and select your Good Rod. Your character will then cast the line out into the water. Depending on where you're fishing, you may or may not catch something. *Note - this method works with any fishing rod.
