You have to go to Union Cave, and instead of going to Azalea, take the path up where you need SURF. There are 2 forks here, both with a hiker guy, take the uppermost path out of the cave and go to the little patch of grass, keep runnin round till u find smeargle, but be warned it only has one sketch with 1 pp so if it fails it will use struggle and it is kinda difficult to catch.
