You cannot catch it without cheat codes because the Marowak is a scripted special Pokemon "ghost." If you really want a Marowak, you can get one by evolving a cubone or catching one on Victory Road.

I'm not sure I've played red and yellow so i think blue should be the same...no matter what ball you use marowak dodges the ball, it's basically a Pokemon you can't catch since it's a ghost...and some other confusing stuff the only way round it is defeating it which will....release it's soul or put it's soul at ease and you can carry on your journey and get the pokeflute from mr. fuji. Just another note if you run from the marowak you will just step back and marowak will still be there
