Some people say that you can get Lapras's in the cave that the man is blocking. The cave is near the Pokemon league so you should have no trouble finding it. To get inside youll have to complete the pokedex.
You don't have to migrate Lapras from another game. Lapras can be found in Pokémon Diamond on Victory Road, when you use surf. In HeartGold/SoulSilver you can find it in the Union Cave on B2, every Friday, or while Surfing in the Safari Zone. Also, Pokémon WaterBlue never existed.
