Well,I got mine at level 3.Beat the elite 4.Then go to victory road.If you go to the left,you will end up on the path to Mt.Silver.If you go to the right,there is grass.It has t be Thursday.Budew is in Sinnoh on Dimond/Pearl version.If you use Sinnoh music on the pokegear,walk through the grass and you will run intoa Bidoof,Buizel,or Budew.There are other places to get Budew but that's where I found mine.The Pokemon you run into are at a low level just to let ou know.
