You can catch Spheal in Route 20 (Surfing) and the Seafoam Islands (Surfing and main cave.) you can also catch it in the Safari Zone and look up Johto Safari Zone on bulbapedia and it'll show u how 2 get it. :)
In the safari zone place 18 water objects in the peak area and hopefully you will find Spheal good luck :)
