You can't catch him but there is a way to get one. First beat the Elite four and defeat Red. Once you have done that get one of the three Kanto starters from Prof. Oak. Next go to silph. Co and talk to Steven stone. He will ask what is your favorite gem colour. Pick green to get a Treeko. Level Treeko up to level 16 to get Grovyle.
