Well, this kinda depends on your choice, but here are the necessities:
First beat the Elite Four. The way I did it is I used my master ball on Rayquaza so Juan and the Elite Four (five, actually) are easy. But you can't get the other two until after. Don't be fooled, when the two Teams awaken the two legendaries with the orbs you do not battle them. Anyway, then talk to the scientist you got Castform from at the weather institute. He will say there are heavy rains or droughts on some route. Go to that route well prepared.
For Kyogre I would recommend 20 net balls and 10 timer balls, but that's just me. I caught it with a net.
For Groudon, I would recommend 30 or so ultra balls and 10 timers, but I think my game is bugged, I caught it with a dive ball.
