After you've battled (and hopefully caught) Dialga or Palkia, Uxie, Azelf and Mesprit are available. If you go to Lake Valor (the lake in between Pastoria city and Veilstone City) and surf, you'll find a cave in the middle. Go in it. Azelf's there. It's as simple as that. Remember to save!
