2) Click on miscellaneous
3) Click on the picture of stairs
4) place the stairs on the lot in a building
5) click on the go up a floor
6) put down a wall and floor
7) there is your staircase!

Unfortunately, you can't actually build stairs/upstairs for the sims on ps2 :'( get the sims 3 or the sims 2 (computer version(s)) to do this. Both work on pc, but only sims 3 works on mac :)
