There isn't going to be a "best" destiny hero deck. You just have to fool around with alot of combo's and cards and see which one's work best together. Destiny Hero's are a great deck to run though... with all of their effects and support spell/trap cards you can't go wrong! The boosters are Enemy of Justice - Power of the Duelist - and Aster Phoenix!! Good luck building your deck!
ricky rules
Aster from the manga uses vision hero's, Aster from the anime uses destiny hero's

Destiny HERO Dark Angel serves as a key component in the Destiny HERO archetype by providing a powerful effect that allows players to recycle resources and disrupt the opponent's plays. Its ability to return banished Destiny HERO monsters to the graveyard helps maintain card advantage and enables the deck to consistently access its key cards. Additionally, Dark Angel's ability to Special Summon itself from the hand by banishing a Destiny HERO monster from the graveyard provides a quick way to field a strong monster and apply pressure on the opponent. Overall, Dark Angel contributes to the deck's strategy by facilitating resource management, maintaining card advantage, and enabling aggressive plays.
