The only way to do this is if your dog & the selected sim are really close. You need to make sure that you have Sims 2 Pets for this.
The selected sim & the dog need to spend daily quality time together; playing fetch, razzle, stroking it, taking it for a walk, whatever you want. Keep on doing those actions with the dog & Voila! After about 5 sim days, you will be the dogs master :D
