You have to beat the Elite Four first, I'm pretty sure. Or it's after you have gotten the Ruby and Sapphire ( the gems, not the games) and given them both to Celio on One Island in the Pokemon Center off to the right. ( If you didn't know, you can get to One Island after you beat the 7th Gym Badge.
