If you are talking about the grunt in the cave on Mt. Coronet that is blocking cave you have to defeat cyrus,catch/defeat palkia/dialga/giratina, and then head for the cave where the grunt has left with the rest of his team.
get through mt coronet after you beat cyrus in team galactic vielstone go to spear pillar and rowan and dawn are there. talk to them and they say stuff about palkia then in front of you will be palkia!

Nope you can only get one from team galactic.
You need to first defeat Cyrus (galactic boss) at the top of mt. coronet, then dialga. After that the person blocking the way shouldn't be there anymore
