Get all 8 gym badges then go to ever granade city in the Pokemon league then beat the 4 elites in the elite four and then you'll go to Wallace. If you beat Wallace you'll get a ribbon each for the Pokemon in your party that doesnt have one.

After he leaves, Steven will arrive and eventually say something about Sootopolis City. Travel to Sootopolis and make your way up to the Cave of Origin. There you will find Steven and Wallace. After you defeat or capture Kyogre in the cave, exit to find Steven. He will congratulate you on calming Kyogre. When he leaves, make your way back to the Pokemon Center.
