First you have to get to the powerplant by going to cerulean city and Surfing down the river when you get inside the owner will say someone has stolen the generator then go back into the city and you will see a team rocket grunt battle him on the bridge and win then he will tell you the generator is in the curulean gym behind one of the inner tubes and then you bring it back to the owner.
