HM05 was entrusted to one of professor oak's many aides he is on Route 2 inside a building you can only reach by Cutting down the trees on this route alternatively if you reach Vermilion City and pass through Diglett's Cave you can go south and use Cut to enter the building. Inside you must show the aide you have registered 10 different kinds of pokemon in your pokedex if you do he will reward you with HM05.
