Slice him up and get ready for a tough fight. When you win you get a mask. The Captains Hat will alow you to speak to the star children. (the mini skeletons in the graveyard)

Use the Broman's Mask to get all of the Wandering chicks to follow you. Once you have them all, keep using the mask until each has turned into a Cuccoo. Speak to the sitting man afterwards.
