I'm not sure about pearl but in Pokemon platinum you can find one on route 224 by using the dowsing machine.

Route. 224. Once you reach the beach, immediately surf down. Surf past the straight line of trees on the left and slide up to the bottom of the last one. The PP Max is there.
It is on my Diamond game so I guess it my be on your pearl version. I know the instructions may be hard to follow but you may want to try! :)
