How come suicune isn't outside of bill's house after misty returns?

You have to have tracked it fully first. You encounter it north of Cianwood City, outside of Mt. Mortar, in Vermilion City, and Route 14. Then you'll encounter it outside of Bill's house where you can battle it.

You find Suicune on route 13 and i checked east from bills house snd it wasint there?
first off you DONT need an action replay to get suicune. Now on to the answer... when i went east of bills house after i went to route 13 it was at the point in my game when misty was there so i didnt meet suicune there at that point. i tried flying to cerulean and then going back to bills but suicune still wasnt there, it was only after i defeated misty that suicune appeared up the steps to the east of bills house. hope this helps if not message me and ill see if i can help further (rpg_17@hotmail.com)
