You can do 1 of 2 things.
1. If you haven't already bought inFAMOUS 2, get the Hero Pack instead of the regular. It will include all skins.
2. Look for a [reliable] code generator. Generators will give you a code to put into the PlayStation Store to get skins. I only know that you can do the Reaper skin with gens. I don't know if this will work for Sly's Cane or Caveman Club or any of the others.
