PokeFlute is a channel on the Kanto radio system. In order to do that, you must have already beat the Elite 4 in order to gain access to Kanto region.
To get an Expn. card for Kanto radio, you must solve the problem with the power generator that due north of Lavender Town. The boss of the generator will say that he lost a critical machine part. After that a security guard will tip you as you are leaving and he says a suspect is all black (lol, Team Rocket) was seen in Cerulean City. Go there and go to the gym. The suspect will run out of there and follow him. You will find him just north of the city. Defeat him and he will tell you where the part is. It's at the center of the gym (and it is hidden). Go back to the generator and you get Zap Cannon as a reward. Go to the Radio Tower in Lavender Town and you get the expn. card as a gift from the director there. Go back to the dumb Snorlax and play change channel to Pokemon Flute and hit A to set it down near the Snorlax. I always catch him because he is the only Snorlax available in the game!
