A pokemon cannot level up past 100 even with a Rare Candy. Technically you do have infinite xp opportunities in the game though. Battling the strongest trainers you can over and over (they become stronger after you beat the game) will rack up a lot of xp and eventually your pokemon will get to level 100, at which point just use it to sweep the E4 and Champion to begin leveling up your weaker pokemon. It’s a long and arduous process, but at least you don’t run out of trainers.
