If a color you are looking for has never appeared in the Black Market for you, and you know that you have at least the required amount of emblems, you can create a new game with a new Chao Garden saved file.

You can get the official tails chao in Phantasy Star Online Episodes I and II (it is one game). Go to the mission "Fake in Yellow" and kill all of the enemies. Then when it's complete don't get the money, go back through the pipe and talk to all three enemies, then a chao will appear behind the boxes, then link it to Sonic Advance, then put it on SA2B!

It's all autopilot, but you can root with A and it helps them get back up faster after a major blow.
