so here is what i did. i got one starter from ruby and i gave the starter over to my Pokemon Colosseum game. next i made a new game and got a new starter etc. then when i had all 3 in Colosseum, i gave them to fire red. but if you think ur profile on ruby/sapphire/emerald is too rare to give up for all starters u can just give the really good pokemon, either give them to a different game of just dont do it

All Hoenn Pokemon (bagon is just one of them) cannot be obtained in either Firered or Leafgreen you will need one of the versions that resides within the Hoenn region those versions are: Ruby, Sapphire and Emerald.
In order to get Hoenn Starters, you have to have defeated Red at Mt. Silver. Then, go to Silph Co. in Saffron City. Once there, talk to Steven, the Hoenn Champion. Choose one of the colored stones to match up to the type of the Hoenn Starter pokemon.
Skitty as well as other hoenn Pokemon cannot be found in firered all hoenn Pokemon must be traded to you from ruby, sapphire, emerald, Pokemon colosseum and Pokemon xd gale of darkness.

After defeating all 16 gym leaders, Steven Stone, the Champion of the Hoenn League, will give you one of the Hoenn starters depending on which stone you picked.or by hacking if you need it before you do all that stuff
No the English version of heat gold does not have hoenn starters. But it has kanto starters after you beat the Elite 4.
