For a gold shovel you need two shovels (they don't have to be silver) then you bury one with the other then the next day dig it up again.
For silver you have to go to the city at any time between 8:00 p.m. and 12:00 a.m. Then you go imediatly to the right, normally there would be cones there. You go in and there is Resetti. He talks to you 9as usual) then he gives you a silver shovel.
NOTE:The cones are not always moved!
