Actually, you can. I got one, but the way I did it might not work for everyone... Anyway here's what you do:
(This only works at the beginning of the game BEFORE you get your first Pokemon!)
1. The game starts. Go outside, but do not go near the grass just yet.
2. Once outside, save the game. (WARNING! If you already have a saved file, it WILL be deleted! DO NOT do attempt this if you want to keep your progress!)
3. Turn off the game, then back on.
4. Walk to the grass in route 1. You will then see Prof. Oak, who will give you your Pokemon.
5. When you choose your first Pokemon, they should all be female.
