Sorry it can't be obtained in firered but you can get ho-oh if you have Pokemon colosseum and you use your story mode party to do mt battle vs 100 then all you have to do is use a GCN-GBA cable to transfer the ho-oh. NOTE: You need to beat the game in firered and colosseum plus in firered you need the national dex and you must deliver the ruby and sapphire to celio then you can trade.
