you can't find riolu, but u can get him. Go to iron island and youll find this dude (i think his name was cheren) that has a lucario and stays with you until you get to the end of the cave. make sure to bring 5 or less Pokemon because he will give you an egg that, when it hatches it is a riolu. hope i helped
