The way I train them is you should battle them with rock or ground types and if you know your Pokemon is going to beat them then let them hold the exp. share to double their exp. points.
Unfortunately, the Macho Brace does not double the exp, but it does increase the amount of skill points you get when you level up, though the item lowers speed, so give it to a slow Pokemon you want to make real powerful.

Yes, Tech points are worth as much as Exp. For example, 4000 Tech points would subtract 4000 Exp from your required Exp amount before next level-up. You earn Tech points by completing certain tasks during battle, without necessarily beating the opponent. Tech points only exist in KH1.
