you can only change your sims skin tone if you are making a sim from scratch. When you go in to CAS mode underneath the selection where you choose your sim's age, there is a light - dark skin tone thing. If you have downloaded any CC skintones, click the * thinggy, that will open something with a bunch of different CC tones you can use. Hope this helps!
