It doesn't, but there is a way around this.
Trade.

This goes for diamond, pearl, platinum. No way to catch first generation Pokemon (eg. Charmander, Pidgey, etc. but trading does the trick.
Yes they can i evolved my eevee on leafgreen, after you beat the elite four and have got both the runy and sapphire, you have a clock at home in pewter check that and if the clock is AM or PM you will know what to do, just keep on eye on the clock. Because my clock on it is the same time as it is in real life ;)
