Unfortunately, no. Flail dust is completely without purpose, and serves only to inform the player that their Ivandis Flail has completely discharged. It cannot be recovered through any use of the dust. You will need to reconstruct the flail from the beginning. Sorry!
You can fix the verac brassard either by bob in Lumbridge by paying him to repair your armor for you (the guy which repairs your broken axes for you). or you can go to a player owned house and use your barrows equipment on the armor stand to repair it yourself you still have to pay the same amount no matter which way you choose to do it.

You cannot find it such, you need to goto Barrows in-order to obtain it. After you have arrived you need to fight Verac once you have you have a chance of obtaining it.
It has decent stats, I would recommend using it with the full set.
There are 2 flails in runescape. Verac's flail can be obtained as a reward from the barrows minigame (or bought from players). the verac flail has gone up from pvp so its around 130-140k (130000-140000 coins) my guess would be that it will go down to 100k again later on. The other flail is the Ivandis flail which is made during the "Legacy of Seergaze" quest and is the "only" weapon that can damage Vyrewatch creatures.

Like any Barrows equipment, it will degrade over time, completely degrading after about 15 hours of combat. It will also immediately degrade if dropped when you die.
Bando's Tasset give higher strength bonuses but costs around 9-10m more, Verac's skirt is cheaper and has nearly the same defensive stats.

One of them degrades over time, however the other will only degrade through continued use of its special attack.Verac's Flail, a possible Barrows reward, degrades over the duration of its use in combat.Ivandis Flail is not degradable, however it willdegrade with the use of its special attack against Vyrewatch. The downside to this flail is that it requires quests' completion before it can be used (Legacy of Seergaze and previous quests in the sequence) and it is not as strong as Verac's Flail; this one being best used against Vyrewatch. Be warned: the Blisterwood weaponry is obsolete when compared to the Ivandis Flail, though there are currently no flails available composed of Blisterwood.
