If you have a foreign-language Pokemon (to your game, so if you were using an English version any other language would work, if you were using spanish any other language would work, etc) and any other Pokemon, and the pairing is breedable, then the chances of getting a shiny are lowered drastically.

An easier way is catching the story-line Shiny Gyarados in Pokemon SoulSilver or HeartGold and trading it to Pokemon Pearl.
