You delete the old one you're using which is quite hard so you should just force update Minecraft and drag the .jar files in minecraft.jar and then delete META-INF.

The only way to delete mods easily (when not using a mod installer) is to force Minecraft to update before you log in to Minecraft go to Options and Click Force Update, then log in Minecraft will re-update itself to the current version

Open Minecraft and click on the "Option" button and select "Force Update" and it will reinstall the files and start over. It won't touch the saves or world files only the core Minecraft files.

I'm pretty sure there isn't one, but if you're referring to modloader, just delete your bin folder (/%appdata%/Roaming/minecraft/bin on windows) and force update the next time you launch minecraft.
You can easily recover your fresh minecraft.jar by opening the launcher, clicking options and selecting Force Update. This will force the game to update your .jar to the current version, wiping all extra files including mods. Also, when using mods, be sure to delete the META-INF file inside the .jar file.
