No, you can not play Sims 2 Pets without Sims 2. You either need Sims 2, Sims 2 Holiday Edition, Sims 2 Deluxe, Sims 2 Double Deluxe. This means you need the original copy of sims 2 to run it because for all expansion packs need the original sims 2 game to run. If that is not the problem and you have the sims 2 it might be the fact you have downloaded it off the Internet which could be dangerous and possibly illegal. It may actually be referring to a previous expansion pack. Sadly the Sims series forces newer expansion packs to require the previous ones as well. So if there is a expansion pack before that one you will have to get it as well.
