To be perfectly honest, I don't know...I myself beat the League 106 times on Diamond and I still need 6 Pokémon to complete my National Dex and still the guy is there... To get rid of the guy, you need to get to one of nintendos events and get them to chip your cartridge, so you can get one of the legendary Pokemon, the hedgehog one im sure To get rid of the guy you have to obtain the Nationialdex.
