With the last major update (1.6.x I believe) where they re-wrote alot of the game the bin folder is no longer used. If you were to re-install minecraft it would no longer be made. There is actually a separate resourcepacks folder for texturepacks and a Mods folder.
If you use one of the mod loaders, like MCPatcher for example, it will automatically load your mods for you. I don't know if you HAVE to have a mod loader to use it but it helps.
You can put your texturepacks directly in the dedicated resoucepack folder now.
Go to one of the Minecraft WiKi's to read up on it as you can not mess with the other folders without buggering up the game.

I can answer this for Windows and Mac: Windows: Find your Minecraft folder (search: %appdata%\minecraft) and delete the folder named "bin". Re-open Minecraft and it will re-download the bin, fixing it. Mac: In Finder, go to your Hard drive (the silver rectangle that is named "HardDrive", users, your user name, library, Application Support, Minecraft, and delete your "bin" folder. Re-open your client and it will re-download the bin, fixing it.

1) find your .minecraft folder 2) open the .minecraft folder 3) open the bin folder 4) right click minecraft.jar (you will need winrar or 7zip etc) open with winrar or 7zip 5) follow instructions on how to install the mod.
open minecraft click mods and texture packs then click open texture pack folder then at the top of the document window click .minecraft and then double click the bin folder and it should be in there
Yes. All the code for Minecraft is stored in the Minecraft bin folder in your computer. Most all modifications for Minecraft are installed by dragging and dropping the files into the this folder. In my computer it's under: C:\Users\(current user)\AppData\Roaming\.minecraft\bin Mods can be found on the Minecraft Forums. Hope this helps

Usually, a black-screen, error report, or sudden closure is caused by mods or is a bug in the game itself, try deleting your bin folder in your .minecraft folder and starting minecraft. When you open minecraft, where you login with your information, clicks on options, and then force update. You can also just delete the minecraft.jar file by going into the .minecraft folder. To get to the .minecraft folder, go into texture packs, click on open texture pack folder, click back on your folder window, go to bin, and then delete a file called minecraft. Well, first go to your roaming file, you can do this by typing %appdata% in your search bar in your start button. When you get to the roaming file, click on the ".minecraft", then open the "bin" folder. After that, find your "minecraft.jar" and paste all of the mods files inside. It does you just need to go into youthen go to roaming then to .Minecraft then click bin and it should be in there. What about for Mac?
