It can also add things to the game like new raids, dungeons, quests, anything they want to put in the game in small portions is put into it by a patch. For example if you purchase soulstorm by itself through steam. You may go to skirmish and play ANY race you wish, however, when you click on multiplayer the races to choose between are limited to: Dark Eldar && Sisters of Battle. If you purchase the other expansions plus the original copy then you can play all races (room for error). This is a major buzz kill because the game is fun.

If you add the expansion pack "Winter Assault" (requires Warhammer 40,000: Dawn of War or one of its standalone expansion to play) then you gain access to the Imperial Guard. you might need to clarify this question a bit, but i will answer like i think you want. you can play wow online if you install the client without the expansions, yes, but you will not have access to the updated content in either of the expansions. you will not be able to go to outlands or northrend. you will not be able to create a death knight in other words, just install all the expansions, its lots easier.
