No. Chain Burst has to already have resolved and be active, before a trap card's activation for it to deal any damage.

If a player activates a trap and Chain Burst is chained to it, because Chain Burst wasn't active during that card's activation, no damage is dealt. It doesn't matter that it's active while that trap resolves, it has to be active during both activation and resolution.

Similarly it can't 'see' its own activation. Since it wasn't active during its own activation, it deals no damage on its own resolution.
