No, you can get Bagon at around lvl 30 in Meteor Falls. You'll need a Pokemon that knows surf and/ or another one that knows waterfall, suggest you pack a few repels too. When you first entered meteor falls you probably entered that waterfall in the backround. Once you have waterfall, you can go up it and continue through the designated path. They'll be I believe, 2 trainers, an old couple and a dragon tamer who actually has a bagon. Like most caves, Meteor falls leads into one path with slight detours for items. The area where you find Bagon should be a room with a small bit of land on one end then a body of water which you can surf on to get to the other end where you can find TM02 which contains Dragon Claw, a huge asset for a bagon. You can find bagon on the small bits of land on either end of this room, but ONLY in that room. His appearance percentage is 25% so it shouldn't take too long before you come across one
