Yes, Bungie made Halo Reach and then went on to make Halo Anniversary with 343i during the transition they made when giving the rights of Halo to Microsoft and 343i.
During this transition several staff members from bungie decided they would rather keep working on Halo rather than move onto something else, several of the 343i employees wanted to help bungie out on their newer projects. To they traded a large group of employees. So all in all you don't need to ever worry that the future Halo games such as Halo 4 are not going to be like the previous games as several of the people helping make it are the people who make Halo CE, 2, 3, and Reach.
