Deep in meteor falls you will find an entrance. It will take you to a room a few spaces wide and there will be water. Surf over it and there will be a little piece of ground. If you keep walking around on it and get into battles with wild Pokemon eventually you will find a bagon. Just level it up and evolve it into a salamence. You can find more than one bagon so you can get multiple salamences.

Well, I know Dragonite can know it. Some Legendaries can learn it, like Mew. I know it's mostly Dragon types you see that use Draco Meteor. In Platinum, if you tag battle with Riley, he'll have a Legendary or Pokemon of some sort that knows Draco Meteor.
There's a move tutoring house in Blackthorn. An old lady asks if you want the strongest dragon type move she knows. say yes, and if any of your Pokemon can learn it, she'll teach it. P.S. she only teaches Draco meteor, nothing more. I know this move is compatible to Giratina. :)
