Old sets do not 'cycle out' of tournament legality, the only cards that are banned or limited are those on the official banlists. You can still use a card from something as old as the original Yugi starter deck, just as long as it's not on the banlist.

There are several versions of "old Pokemon cards". The oldest, with only older Pokemon such as Pidgy or Charmander, is a blocky, one color one element format. That is NOT allowed. The other version of "old Pokemon cards" is very similar to the Diamond and Pearl design. This is allowed.
